Juneteenth is the oldest known celebration commemorating the ending of slavery
in the United States. Dating back to 1865, it was on June 19th that the Union
soldiers, led by Major General Gordon Granger, landed at Galveston, Texas with
news that the war had ended and that the enslaved were now free. Note that this
was two and a half years after President Lincoln's Emancipation Proclamation
- which had become official January 1, 1863. The Emancipation Proclamation had
little impact on the Texans due to the minimal number of Union troops to enforce
the new Executive order. However, with the surrender of General Lee in April of
1865, and the arrival of General Granger's regiment, the forces were finally
strong enough to influence and overcome the resistance.

INFORMATIONAL HEARING ON COMPREHENSIVE
REDISTRICTING REFORM
SACRAMENTO - Assemblymember Curren Price, Chair of the Assembly Elections and
Redistricting Committee, held an informational hearing with expert panelists
to discuss redistricting commissions in other states. According to Chairman
Price, "It is essential that we learn from other states' experiences so that
we can create a commission that will be able to draw district lines that are
fair. We need to create a commission that has the tools to draw districts
that comply with the state and federal constitutions, so that it is the
commission, and not the courts, that draw the district lines."
Chairman Price and Assembly Speaker Nurez have introduced ACA1 which
proposes giving the Little Hoover Commission responsibility for
redistricting.

THE FAMILY CONNECTION BILL UPDATE
Assemblymember Curren PRICE
CARRIES JUVENILE JUSTICE BILL OUT OF ASSEMBLY WITH UNANIMOUS, BIPARTISAN
SUPPORT
Assemblymember
Curren Price proudly announces that the
California State Assembly passed his bill, AB 1300, The Family
Connection and Young Offender Rehabilitation Act of 2007 on a unanimous vote
of 79-0.
"I am very pleased that my
colleagues agree that this is a
smart and compassionate way to reduce recidivism among youth," said Assemblymember
Price. "Yesterday's unanimous vote in favor of this bill
demonstrates that preventing crime and strengthening families are bipartisan
concerns."
Under
current regulations and policies, families have found that both the
bureaucracy and the associated costs of maintaining relationships with their
incarcerated children are either difficult or even prohibitive, resulting in
institutionalized problem children with no understanding of their families'
lack of communication.
No opposition has been received at this time.
All letters of support are welcomed, and can be faxed to: (916)

PUBLIC
SAFETY & ANTI GANG SUMMIT
Assemblymember
Price announced that attendance was high and attendees
were positive at his Public Safety and Youth Violence
Prevention Summit on Saturday, June 2nd at Los
Angeles Southwest College.
"We must work together today with the resources
available to create a better and more prosperous
tomorrow," said Assemblymember Price. "Our children must
be able to walk to school in safety, and our businesses
need to be able to stay open without fear. We cannot
enjoy any prosperity or success until our streets are
safe."

Panelist speakers at this event included: the Chairman
of the Assembly Committee on Public Safety, Jose Solorio;
Reverend Leonard Jackson, Office of Mayor Antonio
Villaraigosa; Linda Broadous Miles, Executive Director
of the Al Wooten, Jr. Heritage Center; Chief Apostle
Michael Rowles, Pastor of Wrecking Crew for Christ
Holiness Church in South Los Angeles and former gang
member; and Dr. Joseph Marshall, co-founder and
Executive Director of the Omega Boys Club/Street
Soldiers.
Neighborhood activists and concerned citizens kept the
conversation lively and engaging. After the summit,
animated conversations continued into the parking lot as
people walked to their cars discussing subjects that were raised.
Resources from funding for youth mentoring to
organizations with programs in place to discourage youth
violence were presented. Former gang members were
present and described the thoughts and events that made
them personally decide to change the way they lived
their lives.
Assemblymember Price said, "I believe that we have only
just begun the all-inclusive dialogue on gang violence
and public safety that needs to take place before
positive change can occur." Price urged all
neighbors to attend and participate.
